There is no mine yet, it's only exploration.. not a single permit has been applied for outside of exploration. The Pebble Partnership won't be submitting anything until maybe the middle of next year.
Senator Murkowski made this statement yesterday:
"Attempts to prejudge development in the Bristol Bay area before a permit application has even been submitted would make a mockery out of the federal environmental review process. A preemptive veto makes no more sense than a preemptive approval," Murkowski said in a statement released today."
So nobody knows if it's going to be an open pit mine or an underground mine because nothing has been submitted yet.

Until they know what the ore body looks like (size & depth)how would they know how they were going to mine it?

Isn't that what they use exploration for?
