Does a knuckleboom crane qualify as mechanical support equipment if it is only used for lifting the dredge head in and out of the water?

My humble opinion is yes.

A machine is a device that makes work more efficient.
That could be a #2 shovel, a sucker tube, a post hole digger.
The problem is the folks writing the laws decide what is and what isn't and they are not too specific in explaining what is and what isn't considered mechanical equipment. Actually the gas driven pump on the dredge is a mechanical device.

My question is where does the term recreational dredge come from? As far as I see it there is no such thing. As soon as you sell your gold, you are required to pay tax on the income. That makes it a business transaction.

Ah but a number 2 shovel is not considered "mechanical" as it would have to have moving parts instead of simply giving one a 'mechanical' advantage.

Now we are getting into the gray area between a tool and a machine.

So, yes if you add moving parts into the definition.

A shovel is a lever with a blade that uses a fulcrum to extract soil and is pushed into the soil by human power.

The USFS says your allowed a pan and a trowel to pan in the national forest out east. Shovel, classifier, sucker tube and picks are now allowed, and as a matter of fact you are only allowed to pan in the waterway no moving rocks or digging in the banks. So the regulators are writing there own rules and enforceing them area by area.

They want to call it a recreational experience.

It's getting bad all over! SAD :mad:

Are you talking about the Nome rec area? Could you post the exact and entire paragraph that mentions that rule? I can explain it for you.

Lots of Nome dredges have cranes that hoist up the hose for stowing.

You might want to explore having the boom declared as an ADA assistant device, which falls under "reasonable accommodation" statute. It could take a while to get a determination, but if anyone in your group is handicapped, it would be covered so long as the disabled person is present, and has a government ID. It would be worth a try.
