Alright, now that it looks more and more like I need to get ready for my own campaign, I'm trying to get PC races in order. Since this is a one-off adventure and most likely won't turn into a long term campaign, I would like to give some additional options for PC Races besides those in the PHB. For this first post, let's just worry about the non-ECL races.
What I have thus far: Dwarves, Gnomes, Halflings, Half-Elf, Human - standard, but have left the door open for FRCS dwarves, gnomes and halflings as well.
Elves - standard + Gray, Wild and Wood. Wild elves: Ability modifiers remained the same and have a favored class of Sorceror.
Wood elves: +2 STR, +2 DEX, -2 CON, -2 CHA Favored class of Ranger.
Half-Orc - I had my own plans and then I stole Frank's as I liked his better. +2 STR, -2WIS. 60 ft of Darkvision. +2 on saves versus Poison or Disease. +2 Dodge bonus against Dwarves, Elves, and Goblinoids.
So that covers the basics and I also want to add as ECL +0 races, but am not sure about how to put together.
Hobgoblin - At first, I was thinking that they had too much with not enough minuses, but they really have less than elves. Anything else that needs to be done there?
+2 DEX, +2 CON. Darkvision of 60 ft. +4 Racial bonus on Move Silently checks. Favored class: Fighter.
Genasi - Same as in the FRCS, I don't think they deserve an ECL +1, but am willing to entertain otherwise.
Kobolds - I think they need a little more umph or maybe they're fine as is, but they seem almost like they should get bonus XP or something for being one. -4 STR, +2 DEX. Natural Armor bonus of +1. Small size. Darkvision 60 ft Light Sensitivity +2 Racial Bonus on Craft(Trapmaking), Prof(Mining), and Search Checks Favored Class: Sorceror (thinking maybe Rogue instead)
Goblin - I kind of like them as is, but let's make sure I have all of their special abilities correct. -2 STR, +2 DEX, -2 CHA Small size. Darkvision 60 ft +4 Racial bonus on Move Silently Checks +6 Racial bonus to Ride when Riding a Wolf, Warg, or Dog. Mounted Combat Feat when Riding a Wolf, Warg, or Dog. Favored Class: Rogue
Planetouched - Same as FRCS or do they need to be ECL +1 races?
That should about cover it for now. Let me know what you think.

I regard being kept away by Protection from Good to be a worse disadvantage than being targettable by Charm Person. I offered the Planetouched Races as ECL +0 races in two games and only one person went for it each time (after I removed the Charisma Penalty from Tiefling to keep it up to the level of Anaxim and Canshin). Both times they really weren't dominating play. -Frank

Genasi are just like the other planetouched except:
1> They don't get a positive stat bonus.
2> They have an additional minor disadvantage if they take the Cleric class.
3> They replace the minor elemental resistances with saving throw bonuses against spells that don't allow saves. Seriously, the Water Genasi gets a save bonus against [Water] spells - which is Summon Monster, Planar Binding, Elemental Swarm, and Gate - none of which give saves so it actually doesn't do anything at all.
So a Water Genasi, for example, is:
+2 Constitution, -2 Charisma Create Water once per day. Swim speed of 30 (breathes water). +1 to saves against completely ficticious spells for every five character levels. [Extraplanar] - targettable by Banishment and susceptible to MCaG even on home plane. Clerical Focus: If you take the Cleric class you must take a charisma dependent domain (Water), despite your charisma penalty. Favored Class: Fighter.
If you can explain to me how that is almost as good as a Dwarf I'll be really impressed. The ability to breathe water is really cool - but it isn't usually as cool as say - free exotic weapon proficiency with the dwarven waraxe, or +2 to all saves or anything.

Here's an idea, how about instead of getting a small, scaling, but meaningless bonus to a small handfull of spells that often don't even require a saving throw, why not give a small but scaling elemenal damage resistance to genasi (Air:Electricity, Earth: Acid, Fire: Fire, Water: cold is I believe the standard elemental spread) of one point of reduction per level. Hey, it sounds good to me, anyway.

Part of the problem, of course, is that there is no "standard elemental spread". There are various rules sources that split it up in different ways, but there isn't a standard to allow us to pick between them.
Essentially, amongst Dragons:
Water is Acid Air is also Acid Earth is Electricity and Fire is, of course, Fire
Among Elemental Domain Spells:
Water is Acid or Cold Air is Electricity Earth inflicts only Physical Damage and Fire is, of course, Fire
According to the Elemental Savant from Tome and Blood:
Water is Cold Air is Electricity Earth is Acid and Fire is, of course, Fire
I have no problem with Genasi getting some energy resistance. But since there is no valid, consistent association between energy types and the elements - I would suggest not attempting to connect the one to the other particularly.
