Low power from new to me Drozd full auto

Just purchased a very nice looking Drozd blackbird converted to HPA with a 1100psi reg. and full auto stock board. I have new lithium batteries in it and tank filled up above 3000psi but bbs just roll out or fly maybe 100 to 200 fps max. Any ideas???
