1. What exactly is Duplicate Forum supposed to do?
2. Is there a way to move a forum to another board (that I also admin, of course)?

Duplicate forum does just that.. duplicates the forum, along with any posts.

You can't move forums between boards as such, but you can use the "Adopt forum" option, which, as long as it's on the same server (will be between the entire network pretty soon) you can have a forum as though it is on that board, but it is still on the original board (if you catch my drift)
